Amendments to the Piano Casa Campania
Last January 10 was published on BURC n.2, the Regional Law No. 1 of 01.05.2011, containing the “Modifiche alla legge regionale 12/28/2009, n.19 (Misure urgenti per il rilancio dell'economia, per la riqualificazione del patrimonio esistente, per la prevenzione del rischio sismico e per la semplificazione amministrativa) e alla legge regionale 12/22/2004, n.16 (Norme sul governo del territorio)”.
These changes, approved on December 21 by the Regional Council of Campania, aim to simplify and expand the derogating opportunity of planning instruments on force for the construction of housing and social building.
In the pursuit of the goal of building revitalization, the new law substantially expands the possibilities for action, allowing more generous volumetric gains, defining less constraints in the cases of housing replacement in rural areas and allowing the cumulation of rewarding under other rules.
At the same time, the focus of previous legislation in the environmental sustainability of projects and the use of passive technologies for the procurement of buildings are confirmed, in any case.
Unfortunately, the result is a measure that does not solve the problems of the previous rules, as evidenced by the controversy, that are not placated.
